Accessibility Statement
ESTIMATION OF DISPROPORTIONATE BURDEN FOR WEBSITE
Based on the Accessibility of Websites and Mobile Applications Act (hereinafter referred to as ZDSMA), the SCNR website will be updated and supplemented with the aim of enabling all users of the scnr.si website to enjoy the maximum possible accessibility of published documents and content.
SCNR estimates that properly adapting (translating to sign language and/or equipping with subtitles or otherwise adapting in accordance with ZDSMA) all content would entail financial consequences for the institute due to the great volume of content. While estimating the disproportionate burden, in addition to significant financial consequences, SCNR has taken into account its internal organisation and the type of activity undertaken, acting in accordance with ZDSMA, which for these reasons allows the outlined derogations in line with an estimation of disproportionality and based on this Accessibility Statement.

Description of accessible content:
The website has an understandable and consistent structure and navigation. The HTML code of the website has been reviewed and edited to comply with the requirements of different devices. Pages can be zoomed in to up to 200% without losing information. Links on the website are recognisable.
There are appropriate contrasts used on the website. The website displays short text in images only exceptionally.
The website can be navigated using a keyboard.
The website is optimised for screen readers.
There are appropriate colour contrasts (between the text and background).
Marking content with highlights in bold is appropriate (bold, highlights focus).
Compliance level
The scnr.si website follows the WCAG (Web Content Accessibility Guidelines) 2.0 standard. Based on a self-evaluation, the compliance level is AA.
Inaccessible content
We continuously monitor the accessibility of the website and regularly enhance individual elements of accessibility. Nevertheless, some published content does not comply with all the requirements for accessibility as defined by ZDSMA.
Inaccessible content:
Some elements lack optimal alternative descriptions. Entering alternative descriptions retroactively would constitute a disproportionate burden as most posts refer to current events which are now in the past and would not provide proportionate useful value to the user. More recent elements are equipped with alternative descriptions.
Some multimedia content is not accessible (e.g. video content lacks subtitles). For multimedia content recorded prior to 23 Sep. 2020, compliance is not mandatory. Some content does not comply for reasons of disproportionate burden (Article 6 of ZDSMA). The SCNR estimates disproportionate burden with significant financial impact due to the great volume of content. In addition, most of the content is subject to change, so it would be difficult to keep translations up to date.
The structure of tables and headings is not always optimal. The reason lies in the disproportionate human-resources and financial burden that the SCNR estimates would be required for optimisation.
Some documents are not accessible. The reason lies in the disproportionate human-resources and financial burden that the SCNR estimates would be required for optimisation.
